About a foot high (12inches) should be more than enough, if you are taking the soil from the garden itself then it will take you about 6 weeks before you can use it cause you will need to completey weed it. You can use weed killer which would make it alot easier, but will not be organic. If you spend a hour or so each couple of days pulling the weeds out making sure to remove the roots aswell.
The better the job you do in weeding the bed, the better your produce will be, as all the nutrients will be absorbed by the seeds you plant and not by the weeds.
